UN Secretary-General António Guterres has issued a strong condemnation of the recent air strikes on Rafah, which targeted tents sheltering displaced individuals. The attacks, which resulted in numerous casualties including many children, have drawn a heartfelt response from Guterres who stated, “the horror and suffering must stop immediately.” In a statement released by his spokesman, Guterres expressed deep sorrow for the loss of over 36,000 Palestinians and approximately 1,500 Israelis in the ongoing conflict.

He highlighted the brutal acts of terror committed by Hamas and other Palestinian armed groups in Israel on October 7, 2023, as well as the devastating Israeli assault on Gaza and the ongoing rocket attacks on Israel. Guterres emphasized the dire humanitarian situation in Gaza, warning of a potential man-made famine exacerbating the existing crisis. He reiterated his urgent call for a ceasefire and demanded the unconditional release of all hostages. Additionally, he reminded parties of the binding orders issued by the International Court of Justice, which must be adhered to without delay.

The Secretary-General called on Israeli authorities to facilitate the immediate and safe delivery of humanitarian aid to those in need, in accordance with Security Council resolution 2720 (2023). He stressed the necessity for humanitarian organizations to have unrestricted access to all civilians across Gaza to provide essential aid. Guterres underscored the importance of restoring security, dignity, and hope for the affected population through urgent support for the new Palestinian Government and its institutions. He urged the international community to take decisive steps to create a political horizon and move towards a two-state solution.

The International Court of Justice, on May 24, issued a decision demanding that Israel cease its military operations in Rafah and any actions that could lead to the destruction of the Palestinian civilian population. This ruling underscores the urgent need for all parties to halt hostilities and focus on humanitarian efforts. The UN Chief reaffirmed the organization’s commitment to supporting efforts to achieve peace, emphasizing the necessity for Israelis, Palestinians, and the broader international community to engage in meaningful dialogue to resolve the long-standing conflict.
